PINE RIDGE ESTATES CHRONICLE
Let's Make Pine Ridge Great Again
Q&A with Cliff Kwitowski
Q: How do you feel about the golf course?Cliff: I think a golf course is great. I think having a restaurant with a bar and being
able to grab a bite to eat or a drink inside our community was great. I wish we
still had that. Unfortunately, we no longer have a golf course, or a restaurant, or a bar within
Pine Ridge.
Q: Do you feel we should spend the communities maintenance fees trying to acquire the property to build our own golf course?Cliff: Absolutely not. I bought in Pine Ridge because the HOA was not liable for the cost of a golf course. I don’t believe that should change. Plus, we don’t own the property.
Q: Do you agree we should stop a developer from building homes within Pine Ridge?Cliff: That is not within the purview of the board or its members. We cannot interfere with any builders building homes within Pine Ridge. We can only hold them to zoning, to our HOA restrictions, and to what our overlay allows. The same would go for the former golf course property. We don’t own the property. If the law is followed, zoning is followed, building guidelines are followed, and approval from the Citrus County commissioners is given, there is really nothing we can do to interfere with an owner of the property.
Q: Do you agree with filing an appeal with the county commissioners?Cliff: Not really. But what is done is done. We now have to wait for that decision to see how to proceed. Everyone needs to understand that this appeal is currently costing this community lawyer fees during the process. There is a legal defense that is currently arguing the appeal.
Q: If we win the appeal, would we continue to litigate against DIX Development?Cliff: With that decision, it would give us a much better negotiating stance. We would negotiate with Mr. Dicks for a resolution to the years of litigation. Not to continue to litigate.
Q: If we lose the appeal, would you continue to litigate against DIX Development?Cliff: Litigation would no longer be necessary. At that point, it would prove that he had done everything proper, and the county commissioners have done everything proper. Any more ligation would be just throwing more money after bad litigation.
Q: Is there anything we could do regarding the former golf course property?Cliff: Mr. Dicks wants a settlement on the Amber Ridge property. We can use that to leverage a deal. However, the board cannot change the overlay of Pine Ridge Estates without community approval. Adding the golf course property changes the Pine Ridge overlay and is definitely a legal matter. No more backroom deals. No more consultants acting as partners to acquire the property, without transparency to the community.

Q&A with Cliff Kwitowski
Q: What would you do regarding Tree Preservation.
Cliff: Clear cutting should never be allowed. The Tree Preservation Zone
is a good Idea to preserve the easement.
Our goal should always include educating builders to make sure they
understand our desires and to help make better decisions than to clear cut
the lot for a church.
